The other coastal factor is moisture. Higher ambient humidity and marine layer condensation mean exterior wall assemblies need to drain and dry properly, and the flashing details at windows and at the base of the wall matter more here than they do inland.

Santa Monica runs its own Building and Safety division instead of deferring to Los Angeles County, and the city has its own local amendments, its own green building requirements above the state minimum, and a Landmarks Commission that reviews designated properties and structures on the historic resources inventory.

Santa Monica administers coastal development permits under its own certified programme for most of the city, which is faster than a direct Coastal Commission application but is still a separate approval on top of the building permit, and it applies to more properties than owners generally expect.
